An authority established by law

The National Nuclear Safety and Security Authority (ANSSN) was established by Law No. 2020-006 of 10 June 2020 on the safe, secure and peaceful use of nuclear energy and on the establishment of the National Nuclear Safety and Security Authority. It is placed under the authority of the Presidency of the Republic.

In this capacity, it exercises regulatory control over all sources and equipment emitting ionizing radiation held or used on national territory, regardless of the sector of activity concerned.

Four core mandates

Autoriser

Instruire les demandes d'importation, de détention, d'utilisation, de stockage et d'exportation, puis délivrer, refuser ou assortir de conditions les autorisations correspondantes.

Contrôler

Conduire les inspections des installations, vérifier la conformité des équipements et des locaux, et s'assurer du respect des obligations de radioprotection.

Inventorier

Tenir et consolider l'inventaire national des sources radioactives et des équipements émetteurs, à partir des déclarations des exploitants et des constats des agents.

Coopérer

Représenter le Togo auprès de l'Agence internationale de l'énergie atomique et assurer le suivi des conventions internationales ratifiées.

Scope

The authority's oversight covers the entire life cycle of sources and equipment: import, possession, use, storage and export. It notably covers:

  • sealed and unsealed radioactive sources;
  • electrical devices generating ionizing radiation;
  • medical and dental radiodiagnostic facilities;
  • external radiotherapy and brachytherapy facilities;
  • nuclear medicine facilities.

Each type of activity is subject to a specific application form and its own list of supporting documents.

Operators' obligations

Every authorized structure undertakes, under its authorization, to comply with a set of ongoing obligations:

  • notify ANSSN without delay of any change affecting the elements of its application;
  • comply with applicable safety and radiation protection standards;
  • maintain safety and work instructions related to the nuclear activity carried out;
  • ensure dosimetric monitoring of personnel exposed to ionizing radiation;
  • ensure staff training in source handling and incident response procedures;
  • establish a quality control plan for devices and restrict access to persons informed of the risks.
